At the December meeting, Randolph County Commissioners recognized Tax Administrator, Debra Hill for being selected 2022 North Carolina Tax Assessor of the Year. Hill has worked in the Randolph County Tax Department for forty years, holding the position of Tax Administrator for the past fifteen years.
“It has been an honor to serve alongside Debra for forty years in the Tax Department. It is well known that the Tax Department is among the most scrutinized of all departments in county government. Debra’s fair and humble treatment of all citizens has led to an excellent tax department and consistent public confidence. Randolph and all one hundred North Carolina counties have benefited from Debra’s commitment to accurate and fair property tax operations,” said Chairman Frye.
During her tenure, Hill has been responsible for three property revaluations. Over the past eleven years, Hill has led the tax department to maintain a 99.29% collection rate for property taxes in Randolph County. Hill has also distinguished herself outside of Randolph County through her service on the North Carolina Property Tax Solution (NCPTS) Committee.
“Debra is a perfect example of our county slogan, Serving with Heart, from the Heart of North Carolina. She is hardworking and dedicated to ensuring that her staff provides excellent customer service and attention to our citizens. There is no one more deserving of this honor,” said County Manager, Hal Johnson.
The Assessor of the Year award is designed to recognize one outstanding North Carolina Tax Assessor annually. It is presented in recognition of exceptional tax administration and public service achievement. General rewards requirements include at least ten years as an assessor, has been or is currently active in the regional tax association, Association of Assessing Officers, and International Association of Assessing Officers.
Hill began her career as a part-time list taker with the Tax Department in 1982. In 1984, she became a full-time employee as a real estate appraiser and was subsequently promoted to head of the release estate department of the tax department in 1994. In 2007, Hill accepted the appointment of Interim Administrator. In July, Hill was appointed to her fourth consecutive four-year term as the County’s Tax Administrator.
Hill and the Randolph County Tax Department are currently preparing for the upcoming 2023 Revaluation that will take place in the coming months.
On receiving the award, Hill said “It is an honor to have been recognized by my peers and a privilege to serve the citizens of Randolph County. Ironically, I began my career forty years ago, as a 30-day temporary list taker, and I just never left. I also don’t plan to leave anytime soon.”
