Rep. Jackson files bill in North Carolina House on detransitioner rights

A new bill filed by State Rep. Neal Jackson in the North Carolina House seeks to regulate gender transition and detransition procedures, aiming to establish clear rights and safeguards for minors, according to the North Carolina State House.

The bill, filed as HB 1000 on April 10 during the 2025 regular session, was formally listed with the short title: ‘Detransitioners Bill of Rights.’

In essence, this bill establishes the “Detransitioner Bill of Rights” aimed at regulating gender transition and detransition procedures, especially those involving minors. It prohibits medical professionals from performing gender transition or detransition surgeries on minors or prescribing puberty-blocking drugs or cross-sex hormones to them without parental consent. Medical professionals found in violation face license revocation, and employers of violators may incur a civil penalty of up to $250,000. The bill requires gender clinics to report detailed statistics on procedures to the Department of Health and Human Services and mandates health plans covering gender transition procedures for minors to also cover detransition procedures. It stipulates conditions under which birth certificates may be amended for detransitioners and limits parental access to minors’ medical records only in cases of suspected abuse or neglect. The bill becomes effective Oct. 1, 2025.
